According to Stephen Few in his book "Show Me the Numbers", whether we choose a column chart or a row chart depends on whether the values follow each other in an obvious sequence, when there are clear deviations between the category values, not just minimal deviations (e.g. 1%). It also depends on how long the category names are. In both cases, it is better to use a row chart, and when the deviations are smaller, to use a column chart.
