You can avoid moving questions with the following steps:

When you hover over a new question in the right hand menu, click and hold down the left mouse button.
Drag and drop the question to the desired position in the questionnaire and release the mouse button.
In this case, the new question will be created where you have placed it, not at the end of the questionnaire.

However, if you simply click on the icon for the new question and immediately release the mouse button, the question will automatically be placed at the end of the questionnaire (before the conclusion).
